Having your say..... putting in submissions


The current state of play in WA is that Bill C has not gone through, what does that mean.... that means that WA will not be ready on the 1st of July for National Registration....we will probably be a month or two behind the rest of the country...Tasmania & SA are in the same boat as WA....

On 1 April 2010 The Australian Health Workforce Ministerial Council announced its approval of national health practitioner registration standards in regards to the National Registration and Accreditation Scheme for the Health Professions. The approval includes standards for scheduled medicines endorsements for suitably qualified and rural and isolated practice registered nurses (RNs). The proposed scheduled medicines endorsements for midwives, provided by the Nursing and Midwifery Board of Australia (the Board), has been delayed "pending the outcome of further priority discussions between the Board, and Commonwealth, State and Territory officials." The latest documents sent for public consultation have been the Guidelines & Assessment Framework for the Recognition and Endorsement of Eligible Midwives from the Nursing and Midwifery Board of Australia and the National Guidance on collaborative Maternity Care from National Health and Medical Research Council.
The only way to have a voice is to be proactive and that means responding to these types of documents.....it is important to get as many people responding as possible because your comment count and helps to make new policies. The same applies to being politically active...this means lobbying your politicians for change.... At the end of the day it means that you need to spend some time writing about what you would like to see done.....it does take some effort on your part to create change.

Putting in submission is simple...it means you write what you would like to see changed about the policy and all submissions are published on the website and hopefully these comments are taken into consideration and some changes occur, that is if we are all on the same page for the change....for instance lets use one criteria from the Eligible midwife document.... the Board would like the 'eligible midwife' to have three years experience before they can practice independently.... in order to change this the submissions would have to all say 'where is the evidence for this criteria?' and that this is not acceptable because once you have finished your course as a midwife you are ready to practice as one.....you could argue that one year to gain experience as a graduate would be acceptable but not 3, or you could argue that once qualified you are ready to practice. The majority of comments would all have to say the same thing......However, you usually have to use a computer and email your response....but don't let that stop you....

I guess the proof will be in the pudding so to say..... when they release the next draft documents...... watch the blog or the websites to see when the submissions are published.... lets hope for the best.....

New website for Nurses & Midwives to navigate: Changes for 2010


The year has began and for me it is going to be a very busy year with all the expected legislative changes affecting Nursing and Midwifery for Australia with National Registration being one of them.

PROJECT UPDATE DECEMBER 2009

The national law has now been passed in Queensland and adopted in New South Wales and Victoria. The adopting legislation has also been introduced but not yet passed in Tasmania, ACT, and NT. What is happening to WA? we have to wait until Parliament re commences for the New Year. The expectation is that the legislation will be passed in all jurisdictions in time for commencement day on 1 July 2010.

The boards commenced work with their first meeting on 20 September 2009.
Work commenced in November on the data migration project which transfers information from the existing boards to the new national boards.
The Agency announced Martin Fletcher as its inaugural CEO on 18 September 2009.
Martin commences on 21 December 2009.


Nursing and Midwifery Board of Australia

From 1 July 2010 Nurses and Midwives across Australia will have to meet the same requirements to be registered and their registration will be recognised in all States and Territories. Wow I have been waiting for this for about 20 years... that's a long time for change to occur......these things move very slowly and this just proves it.

The Board was established under the Health Practitioner Regulation (administrative arrangements) Act, 2009. From 1 July 2010 the Board will operate with its full range of functions under the Health Practitioner Regulation National Law (the national law) where adopted in a jurisdiction.

Members of the inaugural Nursing and Midwifery Board of Australia were appointed by the Australian Health Workforce Ministerial Council for a period of three years on 31 August 2009 and here they are if you don't already know.

Professor Denise Fassett - Appointed as a practitioner member (registered nurse) from Tasmania
Mrs Lynne Geri - Appointed as a practitioner member (enrolled nurse) from Victoria
Ms Louise Horgan - Appointed as a practitioner member (registered nurse) from Western Australia
Ms Mary Kirk - Appointed as a practitioner member (registered nurse and midwife) from the ACT
Dr Christine Murphy - Appointed as a community member
Ms Heather Sjoberg - Appointed as a community member

There are some familiar names here for me and I even know a few....don't know what that says about me....for that's enough information.... keep watching for more...

My Reflections of 2009


Another year is coming to a close... in fact it is the last day of the year....it has been a very busy year....I often forget how busy the year was... until I look back at my diary and see all the entries and everything I have done and wonder how the hell I fit it all in and remain sane.... when I review my blog for the year I have 53 entries as compared with 57 last year..and my viewer rate has increased but my viewer comments have declined...I am not sure how to interpret these results..to say that I blog out of interest and to widen the scope of information for women. An objective for next year will be to blog more often and tempt more reader comments....any tips on how to do this are welcome...

Highlights this year... making Isabella's christening gown, Ian's 60th birthday in Malaysia & getting a par, Ben & Peta's wedding - Bali, presenting at the Adelaide ACM Conference, then having a Midnight snack at McDonald's with Heather...getting the house to myself (daughter moved out)....more romantic time with my husband...getting an iphone...
Low points: Ian not being well....damaging my iphone....not having enough time to myself....

Work has been challenging but exciting and next year proves to be even more so challenging with a new project a foot the 'iportfolio'. This will mean engaging the nursing & midwifery students to move to an electronic portfolio and the introduction of a new curriculum, so lots of work ahead. I am also looking at the Second Life birth unit in more depth so as to engage the midwifery students, I am hoping to get some help from Sarah Stewart who is the expert in this area.
I hope to continue working one day a week clinically, however with my teaching commitments sometimes this is difficult and I really do not want to eat into my weekends.

Big changes for our profession in 2010 with National Registration and Accreditation Scheme -National Registration due in July and also MBS & PBS changes later in the year ....it is very important for all Nurses and Midwives.... I will be keeping this blog up to date on all these issues....definitely watch this space

The biggest decision I have to make is whether or not to continue with my PhD which has been on hold this year... whilst I completed the Graduate Certificate of Tertiary Teaching which I have now done.....yeah.... I ask myself do I want to keep studying and strangely when I don't study I get withdrawals I crave more knowledge and get bored from not studying....but do I have the devotion of a three year lonely road of a PhD? I am not sure.... will have to ponder on this further..... so watch this space....

On a personal level, the three eldest grandchildren are at Kindy, pre-school and school this year where do the years go..... it will be no surprise to find that we may be expecting to be grandparents again for the 8th time. Dylan will be going to have his tonsils out in January.... so that will be traumatic....thankfully only for a short period. As for my husband I am hoping that we both win the battle of the bulge this year and work hard at losing weight and reaping the results of lowering our blood pressure and being healthier....so lots more physical exercise in 2010....

For me 2010 is already looking busy and travel plans are being made.... with in the first 6 months.... it will be Sydney, Singapore, a friends wedding in Margaret River, and Alice Springs ACM Breathing New Life into Maternity Care 2010.... and of course my major highlight is saving for the ICM 29th Triennial Congress Durban, South Africa 19 - 23 June 2011, so I am hoping not to do to much travelling in 2010 and not to spend too much money this year....

"How to weigh yourself and get the most accurate result. I can't believe I have been doing it wrong all these years".

My Key Aims: Be more healthy... walk 5 out of 7 days for 30 mins. Find some quiet time each day: laugh every day, and eat smaller portions...... the rest I will make up as I go.....Enjoy & be thankful in 2010.... Be Happy and Safe.

National Registration for Nurses and Midwives in Australia: - Have your say!

At the end of September I went to a meeting to discuss the National Registration and Accreditation Scheme, being proposed for Australia. I must say it is long overdue that we as health professionals should be able to work in any State or Territory in Australia without having to pay different fees and register in within each State or Territory we choose to work in. At some point of my career I have registered and worked within four of our States, it will be nice to know that by July 2010 I will be able to register nationally and be able to work anywhere in Australia, this seems to make more sense. Consequently this will change the way our current Nurses & Midwives Boards will be governed.

The council of Australian Governments (COAG) in March this year signed an agreement on the health workforce. This agreement was the first step in creating a single national registration and accreditation system for nine health professions: nurses & midwives, medical practitioners; pharmacists; physiotherapists; psychologists; osteopaths; chiropractors; optometrists and dentists. This means less red tape and a more flexible workforce, greater safe guards for the public and will stop banned practitioners from registering in another State.

However with such a system comes consultation and changes; so, what are the changes and how does it affect us as nurses and midwives: I suspect for nurses there will not be a great deal of change however for midwives it will mean that all independent midwives will need indemnity insurance to be able to register. This is a huge problem for us. I know that the Australian College of Midwives is working to secure indemnity insurance for our midwives; however this is proving to be a mammoth task. The other issue that will prove to be difficult will be the complaints and review process, there are current discussions happening to resolve some of these issues.
